New evidence which was submitted to the Appeals Counsel supported reversal with an award of benefits. The finding that plaintiff's mental impairment was not severe was not supported by evidence in the record at the time of the ALJ's decision. ALJ has a duty to fully and fairly develop the record and to order consultative examinations when such are necessary to make an imformed decision. Commissione was not required to carry his burden of proving that plaintiff has a residual functional capacity to perform jobs in the national economy that can be done in plaintiff's impaired condition.
