Do I have to be a member of the Southern District of Iowa bar to appear as an attorney in the Bankruptcy Court?
Yes. To become a member of the Southern District of Iowa bar, visit attorney admissions. Once admitted to practice in District court, attorneys need to submit an Attorney/Creditor Registration Form for Electronic Case Filing System with Bankruptcy court. There is also a CM/ECF training course requirement with Bankruptcy court.
Can I submit my Petition for Admission electronically?
Effective March 1, 2013, all admission applications are submitted electronically through the court’s Attorney Registration system. The admissions process is completed by submitting admission paperwork and the $176 fee through the court’s Case Management/Electronic Case Files (CM/ECF) System. The clerk’s office will confirm counsel’s standing with Iowa bar. The certificate of admission will be mailed once the application has been approved. Applicants can check their admission status by logging back into the admission system.
Quick overview of process:

- Admissions staff reviews submission and verifies IA state bar standing.
- Counsel receives email for email verification confirmation.
- Admissions staff updates CM/ECF user record.
- Counsel receives email with login and limited access to file admission petition and pay fee. (Prior to entering CM/ECF, all admission paperwork should be completed and saved to desktop in pdf format)
- Admissions staff reviews petition and other documentation.
- Counsel receives registration complete email granting full access to CM/ECF.
- Admissions staff mails approving order and certificate of admission to counsel (processing time approximately 10 days).

If I am an attorney who resides in another State but I am currently in good standing as an attorney in the State of Iowa, do I use the form provided on your website?
Yes. Under the heading of the form on the left side, mark through "Iowa" and type or write the State in which you reside. Enter the County of beneath this line. Also, at the next line, change: "I ________ of ________, Iowa" by entering your city and State of residence.
Does the Notary who signs my form have to be from Iowa?
No. The Notary can be from the State in which you reside.
How do I know if my "6 hours of legal education in the federal practice area within the last two years" will qualify if I am from another State?

Can I have a Federal Judge or a Retired Judge sign my form?
No, unless prior approval is obtained from the Chief Judge for the Southern District of Iowa.
How do I obtain a Certificate of Good Standing?
The Southern District of Iowa interprets “good standing” as an attorney fulfilling all requirements to become a member of The Southern District of Iowa bar and currently has no recorded disciplinary actions. Additionally, the attorney must be current with all federal CLE requirements.
The fee for a Certificate of Good Standing is $18.00, which can be paid via credit card. Please send your certificate request to email@example.com. Is the Certificate of Good Standing good for only a certain period of time?
Yes. You would need to request a new Certificate of Good Standing each year you submit a new CLE Report.
I am currently an attorney admitted to practice in the Northern District of Iowa. Do I have to become a member of the Southern District of Iowa if I wish to appear in a case pending in the Southern District of Iowa?

How do I update my name, firm name, address or email information with the Court?
If an attorney has changed his/her name, a letter to the Clerk of Court is required indicating the name change. The Clerk’s Office will update all pertinent information in the ECF system. If the attorney desires a new Certificate of Admission showing the name change, a duplicate certificate charge is $18.00 paid by check to Clerk US District Court.
If an attorney is involved in an ACTIVE case and has changed law firms, email address, mailing address, telephone number or fax number, the attorney must electronically file a “notice of change of address” promptly in every active case in which the attorney has appeared. The Clerk’s Office will update all pertinent information in the ECF system. Attorneys do have the capability to update their address, telephone number, fax number and email address in the CM/ECF system at “Utilities”, “Maintain Your Address”, “Maintain Your E-Mail” or “Maintain Login/Password”. If the attorney is linked to a firm name, they will not be able to change their firm name, as it is hard coded in the ECF system. The Clerk’s Office must be notified in writing of the change in firm name. Send the change to firstname.lastname@example.org.
If the attorney does not have any active cases, any update must be sent in letter form to the Clerk’s Office. The Clerk’s Office will update all pertinent information in the ECF system. If the entire Law Firm name, address or email address has changed, a “notice of change of address” must be promptly filed in every ACTIVE case in which any attorney from the firm has appeared. If there are no active cases, a letter must be sent to the Clerk of Court indicating either the new firm name, address or email address. The Clerk’s Office will update all attorneys linked to this firm with the pertinent information in the ECF system. If law firm names are linked to an attorney, the attorney will not be capable to change the firm name in “Utilities” as it is hard coded in the ECF system. The Clerk’s Office must be notified in writing of the change in firm name. Send the change to email@example.com.
My secretary has left and I have a new secretary. How do I remove the old email address and add the new email address?
You may modify any email address in the ECF system by clicking on “Utilities”, “Maintain Your E-Mail”. The primary and secondary email address both will display. Click on the secondary email address and remove it from the box. A blank box should appear for you to enter the new email address. When complete, click on “submit all changes”.
What is my bar number?
The Southern District of Iowa is currently using your Iowa Bar number for your federal bar number, however, it is not required on any document you may file at this time.
Can I find the date I was admitted to the federal bar on line?
Not at this time. You must contact the Clerk’s Office in Des Moines (515-323-2842) and they will look up your admission date.
If I have been inactive and wish to become a member in good standing the Southern District, what do I have to do?
You may become active by filing an updated CLE report on line with a $50.00 fee. Forms can be found under the Attorneys, Continuing Legal Education section.

If I just became a member of the bar, when do I submit my first CLE report?
Your first CLE report will be due two years from your admission date. If your address is current in our ECF system, you will be mailed an "Attorney Biennial Report of Continuing Legal Education" at the appropriate time. Instructions for completing and filing the document are on the form and on this website at this location.
If I can't remember my login and password. How do I obtain it?
You must contact the Clerk's Office in Des Moines (515-323-2842). If you are registered, an email containing your login and password will be sent to you.
How many carry over credit hours do I have from the last CLE report that I submitted
It is up to the attorney to keep track of any carry over CLE hour credits for any future CLE report.
