Defendants' motion for summary judgment on CERCLA claims granted as plaintiff lacked standing, and contribution cause of action barred by previous consent decree.

All three motions to dismiss are granted.

Plaintiffs' motion for preliminary injunction is denied. Plaintiffs' motion to expand the administrative record is granted. Plaintiffs' Objections to Magistrate's Order are rejected.  Defendants' motion to consolidate final hearing of the action on the merits with the preliminary injunction hearing is granted.

Plaintiffs' motion for a temporary restraining order and stay pending review is denied.

IDOT's and the City's motions to dismiss the Original and Amended Complaint are denied as moot. The state defendants' and the City's motions to dismiss the Amended Complaint are granted.
